No Excuse for Mediocres, Mediocre [is] Vile (Likelihood: Very High)

Exposing crime and the criminal intents of entities such as the bile vile zergs is one of foremost duty of any justicars.  These swarmlings are not exempt from our checkings or examinations.
     
          Being mediocre are often good indications of presence of vilelism - a poisonous gland.  While the reverse order of logic, ones that are poisonous are bound to be mediocre at the tasks we measure - the normal tasks, tasks of strength.  And the mediocres are usually the poisonous types within a chosen specimen specie of all the possible creature type choices. Being mediocre may not be also vile, however having mediocrism in behavior represents vile definately.  Void of righteous, they fill their "DNA" selection specialization tree, metaphorically, with strands of evil  and toxic ways.
           There shall be no excuse for any vile poisonous entities within the border of Greater Human Kingdoms, which spans across all 7 continents.
           A mediocre one just might be a vile one. And vile ones are the most deadly. Their utter senselessness in conduct cannot be responded post incident, but rather shall be acted in which directed by law at pre-emptive timing.  The manner and approach as well as the conduct of which they be dealt with should be one of solely pinnacle Aryan ideals - the spirit of devotion, compassion for all, and vigurous desire to protect and guard those in need, especially in times of trouble.

Beware of the mediocre, it's likely be a vile one.  And if they kill, they would kill the most utter senselessly; out of any concious; at complete psychotic behavior.  And we know what sense-less-ness truly is, right?

As for the cause for each psychotic vile-mediocre entities (PVMs)'s cameabout, it shall not be a part of the incident report document. It will be conducted by another dispatch group specialized to ondo this task.
