░░█ To have the most shapeless government is to have the strongest, bestest government ░░█
Often in history, we bump into the cases of some parliament building or the key and major government administrative buildings end up surrounded by "protestors", and then, followed forth is the dissolve of the government - along with the ministers, all the files, documents and such goes under threat from those situations. And that's precisely the problem - they had not prepared as much for cases of such compared to general ordinary which are often happy and joyful thought type of deal cases andor scenarios. To deal with these protestors and potential similar cases, one can deal with it by simply becoming shapeless - all the files in the building actually half-fake, while the real building they do not find - like water, be shapeless, be formless, be abundant, and you shall seize victory for a very long time
Rigidness of any type, so to speak, whether policies, or way of doing something, or where the documents, the general procedures, specifically, for putting into archives and which cabinets and such, can harm when so called "unforeseen" circumstances come - the human must think with equal and fair consideration on every scenario and outcome that's possible - not a single biased thought there - and if one does so, then surely the result would be quite success in general. Like a rock that's hard to move - it's not the best thing to have when someone is trying to build a road on the same location - while for fortress purposes or road block - it's excellent. One day putting these documents in "organized" fashion may be good - but when the day suddenly changes to chaos and protestors marching a meter more every hour, then a messy document archive would not be so shabby wouldn't it by then then? Better yet, putting the documents in unknown locations, in a variety of ways, having locks that involve riddle solving on them would make things even better supposedly the administrative parliament building did get end up captured. One can really confuse the enemies, all sorts of enemies that way - and an enemy that is confused, is an enemy more obedient and more respectful to thou
